RULES OF BOYS and GIRLS TOURNAMENT


ARTICLE 01

 

The tournament is reserved for children aged 12 to 13 years.  All players must be FIBA (International Basketball Federation) licensed.

 

Each competing player must produce this license with a photo, and an ID card or passport (photocopies not accepted).


This rule is obligatory, with no exceptions possible.

 

Licenses and identification must be presented to the organising committe before 10am Saturday, and will be photocopied.

 


ARTICLE 02

 

For BOY TEAMS:

28 or 30 teams of 10 players each (maximum) will be competing in 4 or 5 groups.

 

The competition takes place over two days at Pacé:

Saturday                                         from 12h00 to 19h00

Sunday                                           from 08h30 to 18h30

 

 

For GIRL TEAMS:

10 or 12 teams of 10 players each (maximum) will be competing in 2 groups.

 

The competition takes place over two days at St Gilles:

Saturday                                       from 12h00 to 19h00

Sunday                                         from 08h30 to 13h00

 

 

The finals will take place in the IROISE hall at Pacé towards 5pm.

 

Each team will play against each other team in its group ("Championship" formula).

 


ARTICLE 03

 

The drawing up of the Girls' and Boys' playoff groups will take place during February.

 


ARTICLE 04

 

For all tournament matches, the Official Basketball Rules (2010) published by FIBA will be applied, with the following modifications and precisions.


 

1) Courts

 

For BOYS:

All matches take place on four standard-sized courts.

At Pacé, in the IROISE hall.

At Pacé, in the EMERAUDE hall.

At Pacé, in the SACERSET hall.

At Pacé, in the Louison BOBET hall.

 

For GIRLS:

All matches take place on two standard-sized courts.

At St Gilles, in the BLEUE hall.

At St Gilles, in the VERTE hall.

 

2) Equipment

 

Equipment will be supplied by the organising associations, and will be set up prior to the start of the first match in each hall.  Warm-up basketballs are the responsibility of each visiting club.

 

Basketballs are size 6.

 

* Each visiting team must supply its own basketballs for training and pre-match warm-ups.

 

3) Referees and table-assistants

 

The Euro Pacé Association will designate the referees and table-assistants for each match in the tournament.

 

Visiting teams are invited to present an official referee who cannot be either the coach nor the team delegate.  Presenting a referee is obligatory for each visiting french team.  The Euro Pacé Association must be advised of referees by February 15 at the latest.

 

4) Team Bench

 

Only the coach, assistant (if mentioned on the scoring sheet) and substitutes are authorised to be present on the team bench during the match.

 

5) Time

 

- Classification matches ("championship" formula) and quarter finals for boys.

 

- Classification matches ("championship" formula) for girls.

 

Two (2) periods of ten (10) minutes each, not including stopped-game time (the clock stops), except during the final minute of each match (where the clock continues to run for stopped-game time).  A buzzer signals the end of each period.

 

The interval between each period is two (2) minutes.


 

-Semi finals and finals ("cup" formula) for boys and girls

 

Two (2) periods of seven (7) minutes each, and the clock continues to run for stopped-game time.

 

The interval between each period and between prolongations is two (2) minutes.

 

6) Time Outs

 

For all matches ("championship" formula) and quarter finals

 

- Number: One (1) timeout is authorised per period per team.

- Duration: Thirty (30) seconds maximum per timeout.

 

7) Three (3) point shots

 

For this U13 tounament, the value of a shot beyond 6.25m is three (3) points.

 

8) Substitutes

 

- Classification Matches ("championship" formula)

 

Two (2) substitution requests for one (1) or more players are authorised per period per team, and the clock stops during stopped-game time (except the last minute of the match).  In addition, subsitutions are possible during timeouts and during substitutions by the opposing team.

 

Exceptions are possible to substitute an injured or eliminated player.

 

- Semi-finals and finals ("cup" formula)

 

Unlimited substituion requests.

 

9) Fouls

 

For all classification matches and quarter-finals

- One free-throw of two (2) points, or one free-throw of three (3) points if the foul occurred beyond the 6.25m mark.

- A player is eliminated from the match when his or her third (3) foul is committed.

- The 5th and subsequent fouls by a team per period each allow a single (1) free-throw for the opposing team, worth two (2) points if made.

 

For semi-finals and finals

- A player is eliminated from the match when his or her fourth (4) foul is committed.

- The 5th and subsequent fouls by a team per period each allow two (2) free-throws for the opposing team, each worth (1) point if made.

 

10) Defense

 

Zonedefense is prohibited. However rotating defenses based on man-to-man defense are authorised.

  • At the second infraction, the infringing team will be declared beaten by penalty (30-0).

 

Several technical specialists specifically designated by the the organisation and directed by the tournament's technical supervisor (D. STEFFANUT) will be tasked to ensure the application of this rule  with the referees in all six halls of the tournament.

 


ARTICLE 05

 

Team classification in each group will be established using the following scale:

- Match won:                           3 points

- Match drawn:                       2 points

- Match lost:                            1 point

- Match lost by penalty:        0 points

 

A team that's not present to play a game will forfeit the game (30 to zero) and will receive 0 points.

 

During a match, any attempt at fraud (including unidentified players) determined by match officials or organisers will be sanctioned by the loss of the match by penalty (30 to zero), followed by disqualification from the tournament.


 


ARTICLE 06

 

In the case of equality in a classification group between two (2) or three (3) teams, those teams will be differentiated in the following fashion and the following order:

 

-1- Special goal average: largest difference between the "points for"  (PF) and the "points against" (PA) for the match or matches between the two (2) or three (3) teams.

 

-2- Best attack largest value when dividing "points for" (PF) by the number of matches played: when the special goal average values are equal, classification is determined by the best-attack value.

 

-3- Best defense smallest value when dividing "points against" (PA) by the number of matches played: when the best-attack values are equal, classification is determined by the best-defense value.

 

-4- Five (5) free throws per team performed by 5 different players.  A random draw will determine the team that throws first.  Free throws alternate between the teams.  There will be as many 5-throw series' as necessary in order to determine the team classifications.

 


ARTICLE 06a

 

The 3 best teams classed 2nd in the 5 groups will be determined in the following fashion:

- the 3 teams having the most classification points.

- where the classification points are equal, the teams are ordered by best attack (largest value when dividing "points for" by number of matches played).

- where the best attack values are equal, the teams are ordered by best defense (smallest value when dividing "points against" by number of matches played).

- where the best-defense values are equal, the teams are ordered by Five (5) free throws per team performed by 5 different players.  A random draw will determine the team that throws first.  Free throws alternate between the teams.  There will be as many 5-throw series' as necessary in order to determine the team classifications.

 


ARTICLE 07

 

Final Phase Games BOYS:

 

- 30 team version (5 groups of 6 teams):

* The 5 teams classed first in their group, and the 3 best teams classed second in their group play in the quarter finals.

* Teams in matches are determined by random draw with the constraints that any team classed second cannot play another team classed second, and cannot play against the first team of their group.

* Teams beaten in the quarter finals will be classified according to their group matches to determine 5th, 6th, 7th and 8th places.

 

- 28 team version (4 groups of 7 teams):

* Teams classed 1st and 2nd in their groups play in the quarter finals.

* Teams beaten in the quarter finals will be classified according to their group matches to determine 5th, 6th, 7th and 8th places.

 

Winning teams from the quarter finals move on to the semi-finals.

 

Teams beaten in the semi-finals will compete in a classification match to determine 3rd and 4th places.

 

Winning teams from the semi-finals move on the grand final.


 

 

Final Phase Games GIRLS:

 

Teams classed 1st and 2nd in their group play in the semi-finals.

 

Teams beaten in the semi-finals will compete in a classification match to determine 3rd and 4th places.

 

Winning teams from the semi-finals move on the grand final.

 

 

 

In the case of a draw in any of these final-phase matches:

 

There will be one (1) prolongation of two (2) minutes, where the clock keeps running in stopped-game time.

 

A timeout of thirty (30) seconds per team is permitted.

 

In case of a second equality, a second prolongation of two (2) minutes will be ordered.

 


ARTICLE 08

 

For all matches:

 

The coach must present the five starting players, correctly dressed, two (2) minutes before the end of the preceding match.

 


ARTICLE 09

 

A regulation commission will be responsible for resolving disputes covered by these rules and any other special cases. The decision of the commission, taken after input from team managers and game officials, is final.

 

A meeting of all team trainers and assistants will occur on Saturday, 10:15 am, in the sporting complex foyer of the IROISE hall.

 


ARTICLE 10

 

The tournament has a challenge cup, and the winning team will have their name included the winners of the tournament on its base. A replica of the challenge cup will be given to the winning team, and is then owned by the team.  The winning team will be automatically invited to the next tournament. The first team to win the tournament three times will keep the challenge cup definitively.

 


ARTICLE 11

 

EURO PACE ASSOCIATION is not responsible for any player accidents or injuries that may occur during the tournament.  EURO PACÉ ASSOCIATION is not responsible for any losses occuring in changing rooms or sport halls.  It is the responsibility of each club to survey its equipment, personal possessions and members, and to ensure appropriate coverage in the case of any accident.
